You know how some cities grew in places that seem illogical? Like dude you really chose to settle near a lake surrounded by mountains that floods like crazy every 10 years? This wasn't always a dumb accident, some of it is engineered. The elites encourage settlement in such areas so there is a reason to have anti flood infrastructure there, which is secretly designed to funnel water underground to underground city nation states. In such places divers will find weird unexplained pipes under the rivers, and since COVID cloud seeding has increased in such areas causing more frequent flooding, usually every 2-3 years. This is no mistake. These underground cities are made with the elites in mind, with family servant lineages keeping things running smoothly for them. They are never allowed to leave the city.
