The goat represents time, effort, investment, and resources. Back in the caveman days of the old testament a goat was worth a lot. You had milk, wool, meat, skin, it was a good asset to have. A sacrifice of a goat is to willingly give the resource as an offering to God. Giving a goat wasn't just killing the animal in the name of God but giving the resources, food, and time it took to raise the goat. It was a significant sacrifice, maybe like dropping several hundred in the donation box.
