Thousands of years of cultural diffusion and the piecemeal and usually-flawed dissemination of new concepts and information occurred in the leadup to the emergence of Babylonian Astrology. It's a lot like asking for the history of Egypt before hieroglyphics were developed - all we can really do is make educated guesses from the surviving bits and pieces of physical evidence and oral tradition of what people did before Chaldean astrology was developed. You can get ideas of what these notions were from studying the history of the various regions you see astrology gain popularity throughout.
