I would imagine that if they need people on the rails of the Matrix Harmonious Equation, they need the NPC to accrue the semblance of choice and a life lived before the actual human body and brain is hooked up to be hardlocked to the virtual shell body assigned. A life already lived on the rails to prevent the actual body with a soul in the pod protesting against the satanic mill.
