i'd say pants are more difficult to make then a simply large square textile that you wrap around your body which can also double as blankets etc, you can't really use pants for much else other than pants.. apply this logic to ancient cultures and it seems pretty reasonable. however, when suddenly anything open bottomed like kilts, tunics, robes, became associated with women only or being feminine i really don't know.. it's pretty retarded, they are extremely practical and unless it's a frilly dress or otherwise intentionally effiminate i don't really understand the lack of nuance.
