Some people during OBEs claim to meet ghosts of people they don't know, ghosts of ordinary folks who couldn't have been master occultists trained in how to escape the reincarnation matrix etc. etc. and they're able to provide information that is later verifiable in physical reality.
We also have to consider the reincarnation accounts of small children, being able to describe past incarnations with scarily accurate detail that is later able to be verified as well, them also having birthmarks relating to their past incarnation's death.
How can these 2 accounts be reconciled?

This. A ghost is just a spiritual automaton, kind of like a programmed robot. Supposedly it's possible to create a ghost of yourself even if you're still alive, at least that's what two separate posters have said from two different boards. That's why ghosts tend to do the same thing over and over again endlessly or are very confused in general. They are created upon death (typically) but are not actually the person who died.

In terms of this conversation the most straightforward way to describe ghosts is that they are qliphot. Ego shells, residual desire-attachment from a given perspective's life. Hungry ghosts. When you die you hang around as a spirit until you reconcile anything unresolved from your life which holds you back, and then you move on into the next phase of your existence, where you might reincarnate, or go somewhere else. I've dreamt of people in this intermediate phase, and even helped one of them 'move on', but I don't exactly know what happens at that point onward.
