Don't know about Lilith in particular, but the reason the owl is a universal symbol of the occult is because the owl can see perfectly in the dark/hidden where the word "occult" comes from. Occultare means literally "hidden from sight". The owl also is a super predator of the night, flying over all else, seeing the hidden world from literally a birds eye view. The owl can turn its head 270 degrees, symbolizing that nothing escapes its watchful gaze. The owl also has facial discs which capture and enhance even the slightest sound. Lastly, unlike almost any other bird, because of its baffle like feathers, the owl makes no sound when it flaps its wings or soars. It's not only an aerial super predator of the dark, but it strikes completely without warning or sound. This means the not only the target prey animal has no warning of attack, but also other prey animals very close to but unable to see the target, have no idea one of their own kind has just been taken and eaten.
