Why? That would only make the supposed problem you're trying to fix worse. Magick is fuled by belief. To use it you have to belive that it is real and that it works. Most people today do not believe in magick at all, thus are incapable of using it. If you make a law outlawing it, that would imply to a lot of people that it exists and is real and needs to be banned. All those people who now believe it is real now thanks to the government confirmation, are now capable of doing magick.
