People in Green Bay found the page as intended, and since it wasn’t presented clearly as movie promo, they thought it was a real weirdo and got spooked. The pics drew press coverage, and it gripped people enough to enter the mainstream and inspire copycats. Clowns have always been one of those things people tend to have phobias of so the probably helped. But yeah, it wasn’t tied to to IT, if anything it was just incidental marketing that worked in WB’s favor. Kinda like an early version of Barbenheimer or the Gentle Minions trend
