What's interesting about this thought is that each person has created their own "bad guys" based on who they hate and the .01% is created by the overlap from everyone's consciousness. This is why reality is so fucked up, the top of the pyramid is psychotic.

What other 0.01%... I'm from Russia, and about 70% of the population here is pure evil.So, if someone receives an order that's clearly a crime, 70% or more will obey it. At least half of them will do so with pleasure.
