Whats stopping people to make powerful tulpas that actually change the physical world without the host's physical body?

Because from my understanding, tulpas reside within the mind of the physical host who created them in the first place. They wouldn't be tulpas anymore if they were like as you described, they'd be something else entirely. At the end of the day, tulpas are just an extension of the person's mind, nothing more than that.
