I heard it was old lab viruses being dumped. Viral biological materials that is of no use to infect humans, they dump it in the forest, along with various pharmceutically doped baits for other animals to eat and get screwed up. They made a parody well-poisoning hollywood comedy movie but instead of pharmas secretly dumping drugs, it was illegal cocaine or something IIRC
