sounds like it has a wasting disease. do not let pets out or livestock. one ripped through the forest I live in and it was heart breaking see animals walking around in circles for days. bears can travel pretty far when they are hungry or lost, sick. going to guess not the US by the units you gave so idk man. Skinwalkers (mid and west US mostly) and not-deer (Appalachia) are a US thing from my research. So dunno what she could have seen if paranormal. Probably just a sick bear desu. Y’all ever hear how far the polar bears are going to find food, sad stuff. They are coming down so far they are making more grizzly polar hybrids.
