Instrumentality refers to a very real goal of multiple factions/groups, I believe the Hebrews call it Tikkun Olam, repairing the world. When Twin Peaks disclosed it they showed Dougie (the npc or soulless version of Dale) being apathetically repurposed back into a golden orb. The end of Evangelion presented that same recycling on a mass scale.
