As someone who went through the mk ultra type programs and the trauma based conditioning myself I think it's pretty obvious they sent an amateur team to turn her into a useful operative tool but they got started far too late. It may even have been a team of people who have no relationship to the professionals and they were just trying to achieve the effects of trauma based conditioning without any real professional intelligence community level of ability. She was too old and already past the threshold for the process to work. The process failed and then they had a freaking out child in a frenzy and they didn't have the chemicals needed to sedate her to get her back into her normal life without remembering.. so they aborted the effort and closed the loose ends.
