In the lower heavens devas have to somehow obtain objects they desire, but above them there is heaven called Nimmanarati in which devas can create anything they want by their wish. Paranimmitavasavatti is above it and its inhabitants dont even have to bother to create anything, because Nimmanarati devas create things for them. Mara is powerful but from what I heard, he only bothers very advanced practitioners who are close to stream-entry or Arahantship. After his death he will fall to Avicii for a very long time.
