NPCs must be real, or in other words, not everyone has free will. The question of free will is a dubious one, but it is clear to me that at the very least some have more free will than others and do in fact exercise it. Without empty vessels that are open to control, the Devil would not reasonably be able to promise people fame as there would be no one he can influence to actualize this fame.
