But because they are ruthless and want growth, they have no problem with creating two kinds of people: the aggressive and the submissive. The entire world is built on the aggressive exploiting the submissive. States extract taxes and capitalists take surplus value from labor. This surplus is then put into infrastructure to continue accumulating. By you being kind, lawful, and empathic to other submissive people, you are actually facilitating the system's growth. Desperation and enmity leads to disorder. But if you were a good shepherd, you want more people to feed on, do you not?
