Does anyone remember the Lain serial experimental case? I remember it was about thousands of people who had created a website where you had to do a series of things to find and register on the site, and then you had to die to complete the cycle so your soul could enter the internet.

Tsuki Project, it was an autistic scam on mentally deranged and depressed solitary psychotic guys. The creator (who wasn't japanese) sold "space" on the cloud for the afterlife, and used Lain aesthetics although 90% of the lore of System Space and Tsuki was robbed from the Rewrite visual novels. As far as I know only two or so people killed themselves for this
