I have long suspected this.

They couldn't fake the landing. The Russians were listening INCREDIBLY intensely, could easily triangulate the radio signals back and forth, and would have been chomping at the bit to expose a fraud, especially because they desperately needed additional time. They had gotten to moonshots, but landing was proving too difficult to accommodate for their current design since unlike Apollo it wasn't a ground-up redesign specifically for moon it was just a brute force upscaling of their earlier designs, and pushing it any further made it too dangerous, they didn't want to risk losing any of their "1st men to X" heroes to rocket failure. Exposing us faking the moon landing would have basically been checkmate, not just in the space race but for the cold war at large because of what that would have done to US public trust. Watergate was bad, this would have been irrecoverable.

But faking some of the footage in studio because the damn UFOs wouldn't get out of the shot? Very plausible. Especially because there was no need for lipsync.
