He'd start off with a very well defined set of rules and variables, then create the universe according to the outcome He desires and step in along the way to alter what needs to be altered in order to fulfill prophecies concerning His direct intervention on earth's affairs. Everything moves forward by mere cause and effect and it's a 100% predictable if you're God and thus have access to the totality of the initial plan and parameters that kickstarted creation.
