He genuinely wants to achieve Nirvana through dueling powerful fighters to the death...but he asks for permission (unless they're evil and have no qualms with dueling others to begin with...Capcom kinda forgot about him killing a whole submarine of officers but ehhh), won't do it if the other person lacks conviction, and understands the sheer weight of what he's doing (the animation has Ryu encounter his massive field of wooden figures, a reference towards a Buddhist story about a murderer being forced to carve figures of every life he's taken before he's executed).There's also the whole gut-brain axis thing, the relationship between the Id and the Superego.
