It's because brawling in a field is not a sport. It lacks most of the aspects that make following or participating in sport appealing, like prizes, acclaim, or regulation conditions. On top of this, hooligan groups are notorious for being full of all manner of thugs and criminals, and nobody in his right mind has any desire to associate with them.
