Is zbrush core a good option for someone that just wants to sculpt simple things or a complete meme?

It's not a "complete meme", but you'll be better served learning to sculpt with Blender.
Sculpting is skill dependant so anything important you learn in blender you can take to zbrush, and learning blender will give you some good general 3D knowlege which is important if you don't already have that.
As far as software, the main consideration starting out is how good your learning resources are, which is gonna be mostly youtube and forum posts.
Both zbrush and blender are easy to troubleshoot, but zbrush core isn't. zbrush and zbrush core are very similar, but when you're following a tutorial and they start doing shit you can't, it ends up being a huge waste of time.

Regular zbrush is based, and worth learning, but it has a pretty steep learning curve. If you just want to get started doing simple stuff, blender is a better choice.

I’ve never used it but it seems like it’s lacking the exact things that would make one opt for it instead of say Nomad. I guess it would be useful for getting accustomed to sculpting in full zbrush.
I think Nomad is better for learning the rudiments because it’s more fun and intuitive so it makes you less likely to ragequit sculpting altogether, and you can use it (for simple projects) on an iPad 6 which costs next to nothing now.

it's a cut down version of the main package. for only sculpting it's great, same brush engine (limited brushes), if you want to do anything else (uv, baking, texture painting), blender should be better by now.
