But to answer your question: This looks like a low-poly (having a low count of polygons) model with good UV mapping (giving each point in the model a texture coordinate) that hides the low-poly (having a low count of polygons) look. On top of that, take a look at that trans girl's shoulders - they're clipping (intersecting when they shouldn't) which means that the author of this model didn't spend a lot of time making sure the rig (a skeleton-like feature where each "bone" affects certain polygons in the model when that bone is transformed (scaled, rotated, shifted etc.)). That essentially means that the rigging process (creating a skeleton-like feature where each "bone" affects certain polygons in the model when that bone is transformed (scaled, rotated, shifted etc.)) is simple. Finally, the trans girl's face is animated using textures.

With everything above, I'd say a year or so of learning how to use Blender ought to get you to this level. Good luck!
