he couldn't, and didn't. he was just so fast that the pause in time was irrelevant; 5 seconds of him standing still wasn't enough to hit him in time, nor get away from him in time. i think his time acceleration also shortened the length of the time stop.

This is how I see it. This is just an example so don't worry about the numbers. Lets say Pucchi is moving 5x faster than the normal speed of a human being. Now lets say Jotaro's timestop is 5 seconds. Normal people would be affected for 5 seconds while Pucchi would only be affected for 1 second. Keep in mind that during their fight he was just getting faster and faster so the timestop was affecting him less and less.
