It makes perfect sense why Rob Lucci scaled to where he is in the series. When he and Luffy fought, Luffy was on the back foot and just barely squeezed out a win. After Enies Lobby, what did Luffy actually do to get stronger? Thriller Bark, it took the whole crew to beat Moria. Sabaody was where he took the first of many Ls, but he did start to become aware of his Haki. It was only the timeskip training that Luffy got to grow stronger in a meaningful way. And right after the timeskip, Luffy coasted on his new strength until he finally hit a wall at Wano, and there, he awakened his Devil Fruit and learned how to infuse Conqueror's Haki into his attacks.Lucci had plenty of time to train, and we do see that he has awakened his Devil Fruit. In fact, the fight between Lucci and Luffy played out more or less how Luffy's first fight with Kaido did. Lucci is at least as strong as Luffy was mid Wano arc.
Actually he's as strong or as weak as the writer wants him to be. He can win or lose at any time based on what the writer wants.
