It wasn't craving a war. It was just a powder keg of ignorance and new technology. The next war of any kind was always gonna be bad. The way to dodge an actual world war would have been starting that next war strategically so that no one would come help, but everyone would get to see just what an industrial war means. The same luxury we inadvertently provided the world by nuking Japan twice after their allies were stretched thin. Everyone got to see what nukes could do to actual people before everyone already had nuclear reactors and their own bombs tested to use without thinking in the next war.
