>>281880819Team Rocket was always serious. They are a group that has actually gone out of their way to kill pokemon and try to kill people. Giovanni was always a serious character too. Jessy, James, and Meowth are the gag characters to soften up TR's image. However if you look at TR when the trio isn't around you see them as they really are. Even Butch and Cassidy are very serious.
