The axe was delayed by other series ending or being even worse, and possibly to give Kawaguchi some time to practice so that he doesn't fumble his 3rd and final attempt next time. The story clearly improved after the poorly thought out training arc so he might be able to do well if he learns his lesson.
I just thought this chapter was OK. I really hope Kawaguchi can do more to make this manga stand out because it feels really generic right now. At least it's not getting U19
