She's just being impulsive while pining for the guy that she's crushing on, despite her own sense that she doesn't think she can have him. They both even do something while in disguise, but in Ichika's case, she's deliberately trying to be manipulative, while Yotsuba is using the disguise as a way to protect herself while she does something kind of reckless.
