I for one care more about how it's implemented. Fanservice is all about timing. Putting in random fanservice in random moments leaves me indifferent about it as long as it's not excessively inserted into every single scene. Using fanservice in dramatic moments is a detriment in 95+% of cases. The rare exceptions are when an in-universe character creates a fanservice scene on purpose to cheer up a gloomy character from their gloomy thoughts. Fanservice is at its best when it's used as a tool for characterization and sometimes a show that normally uses a lot fanservice can actually make use of it by having a longer section NOT use fanservice to emphasize the seriousness of the shown scenes.
