Her tease is partially bullying for fun, partially repressed feelings of wanting romance. If Shinji manned up, would they be romantic? I lean towards no, their personalities are too different and eventually Asuka's frustration at Shinji for not being Alpha would make them split. Even at the end of the series, Shinji never manned up, never became Alpha. But I do think that Shinji and Asuka being together as their first loves would have been the proper thing as a farewell letter to the fans and the characters themselves.
