Probably put her in the story to explore more kid shenanigans he didnt get to with Smokey but then realized he did not really have any of that in mind, and she was just left behind. Every interaction with her looks like Araki trying to set up something, saying to himself ''wait that sounds actually stupid'' and not doing it, like her having feelings for Jotaro. So eventually they put her on a plane to Jakarta and away she went. A pity I guess, probably if Araki thought about the arrow back then she could have gotten a very situational/forgettable stand, akin to her character, and would have lasted a bit longer.

She was a cute, if ultimately pointless character. The anime made her a little more memorable by giving her a name instead of just 'runaway girl.' And also extending the nude scene
