Wouldn't that mean she's the same sort of thing as them? Or an even higher version since she's able to do it to special friends and not just regular animals and humans.

I expected the city to be on Jessi's back, considering this page.Also, I'm not yet convinced this is speedrunning. Introducing so many of the friends suddenly could just be setting up the factions and drawing the heroes into the ongoing conflict. Alfur and Jessi are one team, Hona and Oz are the other, Dron and Flute were apparently just left out of the loop for some reason, and maybe Dalph and Tyren are undecided or something. It'll depend on how this arc ends, I think.

Knowing a bit more about how monsters work, I bet whoever broke up Dron's old religion was doing it to try and keep humans from becoming monsters. It might have even been a more ideological desire to keep life as a whole differentiated instead of everything getting jumbled up into monster soup.If so, Oki is probably the exact opposite. She is/was probably trying to erode the barriers between monsters and humans so that there would eventually be no difference. But instead of the one sided affair of humans becoming more bestial like the special friends they worshiped, she was getting the special friends to become more human.
