Pucci needed the comfort that came with knowing Emporio would never be able to come after him again, so he had to slow his acceleration to find and eliminate him before he was lost to him. Made In Heaven sets everyone on their destined paths, but Pucci doesn't know what those paths entail, and he couldn't rest easy if Emporio was out there. It all goes back to DIO's talk of how man ultimately will do anything to achieve peace of mind. He fell into Emporio's trap because he abandoned the certainty of his own plan to achieve that peace. Had he stayed the course, he would have achieved his goal without anyone ever being able to change it. All he had to do was complete the loop, but he couldn't stand the idea that he may one day face retribution for his deeds. Despite his supposedly lofty ideals, he was still undone by selfish uncertainty. Pucci's ignorance and hypocrisy are core to his character and its why so much of the tragedy in his life played out as it did. Weather Report basically spelled it out in their final confrontation, which is why the irony of it being Weather's Stand that was Pucci's ultimate undoing is especially potent.So, as usual, people who misuse terms like "job" and "hack" are ignorant.

I like to think Pucci did so well because he is basically the only villain that doesn't fight fate or think it sides with him, he simply acknowledges it and wants to bring what he thinks is heaven to all. His final test is Emporio and he fails, immensely.
