Everything can fuck each other to have kids, an earlier batch of peoples came from the sky and displaced the lunarians, who ever the fuck lived on 'the moon' was also displaced (likely a prior group of sky peoples). SOMEONE BUILT all the 'space pirates' who are fucking robots. The one piece world, including moon (and maybe other rocks) is inside an enormous 'ship', enel has no issue breathing, logia he may be, but the fucker isn't immortal he needs air).
