Why does the Universe 11 in DBS doesn't have a 7 or higher mortal level?

That's probably the problem. Universe 11 is just good, the ones that were exempt from the tournament were transcendent from the way they were described. Crime is likely such a nonissue there's no need for a pride troopers.
