They did imply that it didn't follow "strict" law of equivalent exchange because the human soul isn't something easily quantifiable. Not a single measurement for a human soul, hence Alphonse's explanation of the "new" theory that everytime a process happens, part of the original is imbued in the new thing, so it's never truly "equivalent"
