Because in 1988 people weren't autistic about plot twists, exposition dumps, and a thousand other basic writing techniques that make stories enjoyable.
Dragon Ball was a Journey to the West adaptaiton with a whacky world with no clear worldbuilding. You had a guy with a monkey tail, talking animals, dinosaurs, shapeshifting cats, cyborgs... So aliens weren't out of place in such world. Is not like Naruto who was set in a strictly ninja based universe and devolved into aliens being the cause of the magic of the world, it was a situation where stuff like that could be added and not feel out of place.

Also one of the very first villains looks like an alien. It’s not out of place and the stuff that occurs in dragonball is odd enough that the existence of aliens doesn’t really feel contrived. Also the main reason is that people started with Z.
