Star Platinum is simple, but crazy powerful because it's just a grab bag of psychic force abilities with a short range stipulation to act at full power. Time stop itself is stupid simple and stupid powerful even with such a short time limit. There's a reason DIO felt he had unlocked the ultimate power.

100% chance that was because Araki hadn't worked out details like Stand range yet.

You see echoes of the idea even in later parts with Stands having somewhat loose rules on how they can work based on distance to the user and power. In part 6, White Snake was mediocre in combat most of the time, but was strong enough to easily defeat an injured Jolyne once Pucci was nearby. I just headcanon that all Stands, as an extension of the user's will, have some ability to venture away from the user or can shift in ability based on mentality, but can only exert their full power when in their ideal range. Some Stand users have crazy ranges, but their power is overall weaker or stricter as a result. Star Platinum is fairly basic, but it has a ton of raw power, so expending that power to venture away from Jotaro like a psychic limb sort of makes sense.

Jotaro's punches hurt a LOT though

I think a protagonist with super clear strengths and weaknesses is ideal. Star platinum is useless at range, but if jotaro gets close to you and has any control over his body, you lose. It gives the reader the ability to somewhat accurately track the balance of power in a fight, and what kinds of things jotaro would need to do to win. Sure, the ball is dropped now and then like in the justice fight, but overall, part 3 is usually fairly effortless in communicating if the protagonist is in a good spot to win or not.
