Weak character can be fondly remembered if they have a memorable personality and/or play an active role in the story regardless of their power level.Bland characters can be fondly remembered if they are strong and have great fights.But bland AND weak character that basically gets zero initiative and is ping-ponged through the story by other characters? That's kinda hard to like.
I feel more apathetic towards the boy nowadays. The Potential Man jokes and the Bumgumi memes were so overused that it made me feel meh about his character. He's not the worst character but he's far by the most disappointing.
