Concept art doesn't have to be produced on a tight schedule, published continuously over many years. You simply work on the pieces then present them when they're done and that's it. You're not cranking out 15-25 images every week, or 30-45 images every month, for years and years and years while having to maintain logical continuity between images as well as a fairly uniform style, while also having the burden of writing a story to go along with the art. A concept artist's job is a lot simpler, they can just focus on the art work. They might imagine a narrative to go along with the art to help them create the image, but they don't have to write dialogue or scripts, nor do they even have to worry about logical continuity as the concept art is simply there as an idea rather than a true finished work in its own right.
