I saw a theory recently that Silent Majority is either Pariston or one of his people, and that they exist in an undetected Nen space within or close to room 1014. Something like how since Morena and her people were able to set things up that there's a secret space between Tiers 2 and 3, Beyond could have set something similar up for Pariston and co. Which would better explain why all the nonloyal guards were killed, without it being either Oito or Woble.

I've seen other fans say it's actually 421-440 that's in this state, but Togashi mentioned "20 unpublished chapters" before 401 was published, so my assumption was that he was including the last batch in the 20. But we can let people cope.
