Your average Kure is probably no better than your average Kengan Association regular in plain combat. Hollis, Horio, Reichi, Karla, and especially Raian are exceptional within their clan as far as unarmed fighters go, whereas most Kure are primarily killers and bodyguards who have some amount of training in their clan's martial arts and killing techniques.

Metsudo ran things well enough for decades and kept out foreign influences with his policy, which was probably good enough for most.
