Not otaku exclusively but writers that aren't exposed to anything beyond pop culture regardless of where they hail from. You get the same problem in the West with people only exposed to Star Wars or Marvel now writing for the IP so its all self referential trash rather than them being exposed to the source material that Lucas used to cobble together the franchise to begin with and going further down the chain to contemporary literature of prior eras like Charles Dickens.

I would say the late 90s - early 2000s was probably where anime peaked, with 1999 in particular being an extremely good year for anime, but when you look back at it, 1999 was an extremely good year in general.

But in general, I agree with the sentiment.
The 2010s and 2020s has their fair share of high quality projects, but it's considerably lower compared to the amount of high-profile releases from 2001 to 2006.
Conversely, this era had its fair share of kuso anime.

The only thing that really peeves me about anime from the 2000s is how a lot of the tropes and fetishes from the 90s carried over into that decade.
I have been rewatching the Mai series in preparation for its 20th anniversary, and I roll my eyes whenever there is a tentacle scene. That shit should have stayed dead in 1998.

This is the era I got into anime, and I do think it was the best. So many unique and interesting concepts. So much ambition and drive to do something impressive instead of regurgitate what came before.
The main downside was anime so often spent their last 3 or 4 episodes turning into some absolute pseudointellectual gibberish to try to prove they were super duper smart. JRPGs had the exact same problem.
