JoJo's designs are kind of comical but Toriyama did “flamboyant masculinity” right with Zarbon.
Zarbon actually looks beautiful and dignified with his massive muscles gracefully complementing his tiara and absolute territory and his haircut becomes him rather than just looking like over the top weirdness for its own sake.

Zarbon could sport a heart shaped muscle boob window and still look good in it.

Not quite as "flamboyant masculinity" though. Doesn't have things like a Tiara, earrings and absolute territory.

Polnareff for instance by comparison just looks ridiculous with his haircut.
