These are not colonies but have to be full scale planets to have the population numbers that can absorb 1.5m dead per engagement as "attrition". And with these full scale planets you have the 15 ministers in a table calling shots? No way, the planets would have been much more independent. I doubt it would even be possible to have them in a single faction, regardless of government type.
