Dio was wired wrong, but he ultimately decided to double down on his negativity than try and improve himself. Perhaps if he had a role model, like how Giorno had his gangster guardian and what semblance of his dad he could gleam, he wouldn't have turned out the way he did, or if his mother was more defiant instead of being so accepting of Dario's abuse, things would have been different. Either way it's a bad mixture.

He tried indeed to run a tavern with the money he got from the Lord Joestar and even in his last breath he wanted to secure his son's future. Dio is a sadic narcisist who believes the world rotates around him. I believe even if he had born into a good family, he would have chosen evil if the opportunity was presented to him
