Fate shenanigans. Dio took Jonathan's body, so he became a Joestar of sorts. Then Pucci absorbed the Green Baby, which was born from Dio, causing Pucci to obtain the birthmark too. Then the birthmark appeared on Weather too, because he's Pucci's brother and siblings have a psychic connection like that in Jojo.
